abstract = "This paper describes a methodology to extract open water surface
from Landsat 8 multispectral images using IHS transformation of
the 654 (RGB) color composition. The hue component H displays a
better visual separability between open water features and other
targets than the Normalized Difference Water Index using either
Near-Infrared or Shortwave-Infrared. The methodology was tested
using Landsat images over the Jaguari-Jacare{\'{\i}} reservoir
located in S{\~a}o Paulo state in Brazil, which has been depleted
over the course of the availability of Landsat images, specially
during year 2014. The methodology requires the existence of the
relation Water level x Volume x Area for the reservoir. Results
indicate that the differences in volume and area between values
extracted from imagery and published by the regulatory Agency ANA
are less than 2% in average, with maximum difference just over
5%.",
